The point about starting in a garage or an apartment is that the entrepreneur is bootstrapping. Bootstrapping means launching with just a small sum cobbled together from your own bank account, and perhaps that of your family and friends.
Frugality is required for bootstrapping.
Both situations demonstrate frugality. Both would improve entrepreneurial survival if that frugality continued.
